The Frederick County Sanitation Authority is a Virginia Corporation created under the Virginia Water and Waste Authorities Act on August 1, 1967, for the purpose of “acquiring, constructing, operating, and maintaining
(a) an integrated water supply and distribution system in Frederick County and
(b) an integrated sewer system for Frederick County.” The Authority is a public body, politic and corporate, deemed to be an instrumentality exercising public and essential governmental functions to provide for health and welfare.

The Authority is empowered to:
(1) acquire, construct, operate, and maintain water supply and distribution systems, and sewer collection systems;
(2) finance its projects through the issuance of revenue bonds without obtaining referendum approval; and
(3) fix and prescribe rates, fees, and charges for services rendered. Although the Authority was established by the Frederick County Board of Supervisors, the County exercises no oversight responsibility and has no accountability for the Authority’s fiscal matters.

Board of Directors

The Authority is governed by a five-member board. The board’s regularly scheduled meeting is the third Tuesday of each month at 5:30 P.M. Meetings are held in the Board Room of the Authority’s office at 315 Tasker Road, Stephens City Virginia. These meetings are opened to the public. Each member of the Board is appointed at large by the Frederick County Board of Supervisors and servers a four-year term. The Authority’s Board appoints the Engineer-Director who is responsible for daily management of the Authority. The Board members Chairman, Vice-Chairman and Secretary-Treasure of the Authority. These elections are held the first meeting in May and the offices are held for one year. The members and offices of the Authority are:


Robert P. Mowery, C.P.A
Chairman

Mr. Mowery has been a director since April 1998 and has served as chairman since May 2006. Prior to that, he served as secretary/treasurer from May 1999 to May 2006. His current term expires April 2010. He is president of Robert P. Mowery, CPA, P.C. of Stephens City, Virginia. Mr. Mowery is chairman of the Authority’s executive committee.


John Stevens
Vice-Chairman

Mr. Stevens has been a director since June 1996. He has served as vice-chairman since May 2006. His current term expires April 2011. Mr. Stevens is director of Auxiliary Services of Shenandoah University. Mr. Stevens is a member of the Authority’s executive and personnel committees.


Richard A. Ruckman, P.E
Secretary-Treasurer

Mr. Ruckman has been a director since April 2000. He has served as secretary-treasurer since May 2006. His current term expires April 2008. He is the owner of Ruckman Engineering. Mr. Ruckman is a graduate of Virginia Polytechnic Institute and State University, with a degree in Civil Engineering. He is chairman of the Authority’s finance committee.


Stanley J. Crockett

Mr. Crockett has been a director since November 2006. His current term ends April 15, 2008. He is the manager of the Virginia Inland Port. He is a member of the Authority’s finance committee.

Walter C. Cunningham

Mr. Cunningham has been a director since April 2009. His current term ends April 2013. Mr. Cunningham has retired from the O’Sullivan Corporation after serving 42 years as an employee with his last position being Safety Director. He is a member of the Greenwood Volunteer Fire and Rescue Company, past president of the Frederick County Fire and Rescue Association, vice-chairperson of the Frederick-Winchester-Stephens City Citizens Committee of the Metropolitan Planning Organization, and a member of the Authority’s personnel committee.
